Within the IRI Data Library we have daily mean wind speed data for the years 1994-1999.
These data can be found here at http://ingrid.ldeo.columbia.edu/SOURCES/.NOAA/.NCDC/.DAILY/.GLOBALSOD/
Click on the "Searches" link to the right of the map and then search for the desired stations by entering their names in the "WMO Station Name" box. You can then select the station WMO ID and then "mean" and "Wind Speed" links.
To find the data for the full period 1970-2000, I suggest that you contact the National Climatic Data Center (NCDC) http://lwf.ncdc.noaa.gov/oa/ncdc.html. I am not sure that they have the full set of data you are looking for online, but you may be able to order it from them.
