OPeNDAP allows one to give a application a url and have it directly download data. To read this data into matlab use 
loaddap('http://map.meteomadagascar.mg/SOURCES/.Madagascar_v4/.MON/.seasonal/.rainfall/.SPI-6-month/.spi/dods')
