OPeNDAP allows one to give a application a url and have it directly download data. To read this data into matlab use 
loaddap('http://map.meteomadagascar.mg/SOURCES/.Madagascar_v4/.MON/.dekadal/.climatologies/rfe/1+index/.rfe_stddev/dods')
