OPeNDAP allows one to give a application a url and have it directly download data. To read this data into matlab use 
loaddap('http://map.meteomadagascar.mg/SOURCES/.Features/.Political/.World/.Countries/.objectid_1/gid+exch/gid+differences/dods')
